DEBESMSCAT Ranks 6th Nationwide in Client-Focused GAD Budget Allocation

September 25, 2025 — The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) has been recognized by the Philippine Commission on Women (PCW) as the 6th top-performing State University and College (SUC) nationwide in terms of the Highest Client-Focused Gender and Development (GAD) Budget Allocation.

The recognition was conferred during ceremonies held at the Crowne Plaza Manila Galleria, Ortigas Avenue, Quezon City. Receiving the certificate of recognition on behalf of the institution were DEBESMSCAT President Dr. Arnel B. Millesca and GAD Director Dr. Joey Pardeño.

PCW cited DEBESMSCAT for its “exceptional commitment and remarkable performance in implementing the GAD Budget Policy.” The agency was lauded for its consistent allocation and effective utilization of GAD funds, which have significantly advanced gender equality, inclusive governance, and responsive community programs.
