
In a significant move towards enhancing research and innovation in the Bicol Region, the Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT), in collaboration with the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), formally reaffirmed its commitment to the RAISE-Bicol Program through a ceremonial Memorandum of Agreement (MOA) signing. The ceremony marked the formalization of Project 7 (Project 1F) – Strengthening the Intellectual Property and Technology Business Management (IPTBM) in DEBESMSCAT under the RAISE Program (Phase 2). This initiative aims to enhance DEBESMSCAT’s ability to commercialize its research and innovations, aligning with the RAISE Bicol Program to foster economic growth through technology transfer.



The event was attended by DEBESMSCAT President, Dr. Arnel B. Millesca, alongside key institutional leaders including Vice President for Academic Affairs, Dr. Elreen A. Delavin; Director for Research and Development, Dr. Alvin M. Mahawan; Director for Technical Advisory and Extension Services, Prof. Dennis G. Corlet; and Director for IPTBM, Engr. Marco Angelo Dejucos. Other personnel involved in the RAISE-Bicol Program Phase 2 implementation also participated, emphasizing the collective commitment to research-driven solutions and regional development.



During the activity, Dr. Millesca congratulated Director Dejucos for the approval of this project and commended the IPTBM team for their dedication and efforts in completing Phase 1. He acknowledged the significant progress made in intellectual property management and technology commercialization within DEBESMSCAT, emphasizing the importance of continuity and expansion. Additionally, he provided words of encouragement, highlighting the crucial role of the IPTBM team in advancing the institution’s research and development capabilities. Dr. Millesca also shared valuable insights and strategies on how to further strengthen collaborations with external agencies and institutions, encouraging the IPTBM team to seek partnerships that could support the growth and sustainability of DEBESMSCAT’s innovations. He emphasized the necessity of proactive engagement with government agencies, private sectors, and research organizations to create a robust network for knowledge exchange and technology transfer. With an approved two-year budget of PHP 2,350,000.00, Project 7 (Project 1F) focuses on enhancing IPTBM operations, harmonizing intellectual property policies, mentoring technology transfer officers, intensifying linkages with various agencies, and supporting the IPTBM network in the Bicol region. This initiative reinforces DEBESMSCAT’s commitment to innovation, aiming to maximize the impact of its research and foster long-term regional development.
