LEGAZPI CITY, Albay — The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) took part in the Fiscal Year (FY) 2027 Budget Forum conducted by the Department of Budget and Management (DBM) Regional Office V on February 5, 2026, at the Vela Hotel, Legazpi City.
The DEBESMSCAT delegation was led by SUC President Dr. Arnel B. Millesca, joined by Financial Management Services Director Armand P. Cabrera III, CPA, Budget Officer Ms. Cherry Tacuyan, Planning Director Engr. Nenette M. Laurio, and Human Resource Management Office Director Ms. Ligaya M. Capinig.
The forum provided comprehensive guidance on the preparation of the FY 2027 budget, including discussions on budget formulation at a glance, guidelines on the preparation of Tier 1 and Tier 2 budgets, Regional Development Council (RDC) processes during budget preparation, and updates on Program Convergence Budgeting (PCB). These sessions were facilitated by DBM officials and budget and management specialists.
Key discussions were led by DBM Bicol Regional Director Francis C. Bautista, DBM Acting Assistant Regional Director February E. Manuel, and other DBM resource persons, who emphasized the importance of aligning agency budget proposals with national development priorities and regional plans.
An open forum capped the activity, allowing participating agencies and SUCs to raise questions and clarify budget preparation requirements, timelines, and submission procedures for FY 2027.
DEBESMSCAT’s participation in the budget forum reflects the institution’s commitment to prudent financial management and strategic planning to ensure the effective delivery of its academic and support services in the coming fiscal year.
