The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) gathered its executive leadership, academic deans, administrative directors, and student leaders at the DEBESMSCAT Board Room for its 2026 Mid-Year Agency Review and Accomplishment Reporting. Held on July 30, 2026, the day-long event served as an essential platform for assessing institutional performance, reviewing first-half achievements, and realigning strategies for the rest of the operational year.
The review commenced with opening remarks highlighting the institution’s commitment to transparency, accountability, and academic excellence. The morning session focused on comprehensive accomplishment reporting across all academic units and satellite campuses, evaluating performance metrics, instructional progress, and ongoing curriculum developments.
Transitioning into the afternoon session, the focus shifted toward research output, extension and technical advisory services, student affairs, and administrative support operations. A crucial portion of the afternoon was dedicated to assessing financial accomplishments, budget utilization performance, status of proposals, and physical infrastructure projects across the college.
The event concluded with a Strategic Planning Session and Action Planning Workshop aimed at laying out major institutional commitments for the second half of the year. During this final segment, the Planning Office reminded all department heads and unit leaders to formulate and submit their respective catch-up plans to address any unmet targets as the institution pushes toward its year-end goals.

Ladies and gentlemen,
