Cadets of the Reserve Officers’ Training Corps (ROTC) of the Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) recently received assistance in recognition of their unwavering commitment and dedicated service to the institution.
The support was extended through the Office of the President, headed by SUC President III Dr. Arnel B. Millesca, and spearheaded by Mr. Wilfred Pagorogon, Director of the DEBESMSCAT Disaster Risk Reduction and Management Office (DRRMO), as part of the college’s activities in line with the observance of National Volunteer Month.
The assistance recognized active ROTC cadets who have consistently shown wholehearted dedication, generously giving their time to volunteer in various institutional operations. Beyond their academic and training responsibilities, these cadets actively assist during college events and regularly coordinate with authorities to help ensure order, safety, and security within the campus.
Known for their discipline and sense of duty, the ROTC cadets are often the first to arrive during institutional activities and the last to leave. They play a crucial role not only in crowd control and safety management but also in ensuring that event venues are properly cleaned and restored after activities conclude.
DEBESMSCAT officials emphasized that the initiative underscores the institution’s appreciation for volunteerism and public service, highlighting the vital role of ROTC cadets in promoting safety, discipline, and shared responsibility within the college community.

Ladies and gentlemen,
