January 27, 2026 — Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) formally received the architectural and engineering designs for its proposed four-storey Management Building and two-storey Instructional Building, marking a significant step in the College’s campus development program.
The activity forms part of the College’s continuing efforts to meet the standards of the Commission on Higher Education (CHED) and to ensure that the proposed facilities are developed as shovel-ready projects, aligned with national requirements for state universities and colleges.
SUC President III Dr. Arnel B. Millesca and Vice President for Administration and Finance Dr. Erwin H. Malto led the activity, together with directors from the Planning Office, Project Management, Physical Plant and Development Services Office, Legal Office, and Internal Audit Office.
The proposed four-storey building will have a floor area of 2,024 square meters, while the two-storey instructional building will cover 759 square meters. The completed pre-engineering designs include building plans, structural analysis, cost estimates, technical specifications, requirements for building and zoning permits, and the submission of both printed and digital CAD files.
College officials emphasized that the completion of the designs reflects DEBESMSCAT’s commitment to safe, efficient, and standards-compliant infrastructure that will support quality instruction and effective campus management.
