January 12, 2026 – The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) officially launched its new Vision, Mission, Quality Policy, and Core Values (VMQPCV), drawn from the Board of Trustees (BOT)-approved Strategic Development Plan 2026–2030, during the opening ceremony of the Second Semester of School Year 2025–2026.
The activity marked a significant institutional milestone, formally setting the direction of the College for the next five years as it strengthens its mandate in instruction, research, extension, and production in line with national and regional development goals.
The program opened with the regular Monday Convocation, followed by the formal launching of DEBESMSCAT’s new Vision, Mission, Quality Policy, and Core Values under the BOT-approved Strategic Development Plan 2026–2030. This was followed by the introduction of the College’s heads of offices, the deans of the different colleges, and faculty members from across academic programs, highlighting the collective leadership and shared responsibility in advancing DEBESMSCAT’s strategic priorities.
A key highlight of the ceremony was the introduction of the newly established College of Computing and Information Technology and the College of Business, Tourism, and Economics, both formed from the former College of Arts and Sciences. The creation of these new colleges reflects the institution’s strategic response to emerging academic disciplines, digital innovation, and industry-driven programs identified under the Strategic Development Plan.
In his message, SUC President III Dr. Arnel B. Millesca underscored that the newly launched VMQPCV serves as the guiding framework of the College’s long-term roadmap as approved by the Board of Trustees. He emphasized that these institutional statements reflect DEBESMSCAT’s commitment to quality education, good governance, innovation, and inclusive growth.
Dr. Millesca also presented key institutional updates, including program development initiatives, infrastructure enhancement, faculty capacity-building, and student welfare services. He further shared updates from the Commission on Higher Education (CHED), particularly on policy directions, quality assurance standards, and strategic priorities that the College continues to align with as part of its compliance and institutional strengthening efforts.
The launching of the BOT-approved Vision, Mission, Quality Policy, and Core Values during the opening of classes symbolized a renewed commitment among administrators, faculty, and staff to collectively pursue DEBESMSCAT’s goals for 2026–2030. As the second semester begins, the institution reaffirmed its dedication to translating its strategic vision into concrete actions that promote academic excellence, social responsibility, and sustainable development.
