Continuing its commitment to producing employment-ready graduates, Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) will once again release complete graduation documents to the Class of 2026 during its 31st Commencement Exercises on June 4–5, 2026.
A total of 1,831 undergraduate students are expected to graduate from the institution in 2026, comprising 1,596 graduates from the Mandaon Campus and 235 graduates from the Cawayan Campus.
The initiative, first implemented during the college’s historic 30th Commencement Exercises in 2025, aims to ensure that graduates leave the institution equipped with the necessary credentials to immediately apply for jobs or pursue higher education.
Graduating students will receive their Diploma and Transcript of Records (TOR) during the commencement ceremony, eliminating the usual waiting period and administrative burden of securing academic documents after graduation.
Meanwhile, graduates who will be conferred with Latin Honors are set to receive their Certificate of Eligibility (COE) under the Honor Graduate Eligibility granted through Presidential Decree No. 907, s. 1976, in partnership with the Civil Service Commission (CSC). The eligibility qualifies honor graduates for first and second-level government positions without taking the civil service examination, subject to existing CSC policies.
“Releasing credentials on graduation day reflects our commitment to be more responsive to our students’ needs,” said DEBESMSCAT President Dr. Arniel B. Millesca. “We’re helping them transition from school to employment without delay.”
The move also strengthens DEBESMSCAT’s thrust toward future-ready education by streamlining academic services and prioritizing student welfare beyond graduation.
With diplomas, transcripts, and civil service eligibility in hand, the DEBESMSCAT Class of 2026 steps into the future ready to lead, serve, and succeed.

Ladies and gentlemen,
