
August 20, 2025 — The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) formally welcomed first-year students, transferees, and returnees on Wednesday through its annual Orientation Seminar (ORSEM), themed “Lantaw: Guiding New DEBESIANS to Envision Their Academic Path with Passion and Purpose.”
The program opened with welcoming remarks and a motivational message from Vice President for Academic Affairs Dr. Elreen Delavin, who warmly welcomed the students into the DEBESMSCAT family. She underscored the institution’s commitment to academic rigor, student support, and values-driven education.
SUC President Dr. Arnel B. Millesca delivered an inspirational address that covered institutional updates and the college’s roadmap. He assured the new students of DEBESMSCAT’s continued investments in quality instruction, facilities, and student services to help secure their future in the institution.
The orientation also served as a platform for the Office of Student Affairs and Services (OSAS), led by Director Grace B. Abella, RN, to introduce the different units that support student welfare and development.
Unit heads presented the various programs and services that students can access throughout their stay in the institution.
The presentations covered a wide range of areas, including medical and health services represented by Nurse Sheena V. Sayson on behalf of College Physician Dr. Anabel F. Loraña, scholarship and financial assistance programs discussed by Scholarship Coordinator Joper C. Escalante, and registration processes and guidelines explained by the College Registrar, Ms. Melva C. Magnifico.
Other units also shared their roles in ensuring student growth and well-being.
Guidance Counselor Joseph P. Valenciao utlined the counseling services available to support students’ academic and personal concerns, while Librarian III Mary Immaculate Lim discussed library processes and resources.
Student Discipline Coordinator Dennis C. Ramiso reminded students of the provisions of the student handbook, emphasizing prohibited acts and corresponding sanctions, while Housing Coordinator Rio A. Villarias talked about residential services for those staying on campus.
The Gender and Development Coordinator Dr. Joey Pardeño oriented students on the Safe Spaces Act or the Bawal Bastos Law (Republic Act No. 11313) and its penalties, while Sports and Cultural Director Erdee C. Cajurao encouraged participation in the institution’s sports and cultural activities.
Meanwhile, Head of Security Services Richard J. Sales, represented by Mr. Amado Batino, shared security measures designed to keep the campus safe.
The program was made livelier by an intermission performance from a dance group composed of students from the Bachelor of Physical Education program, drawing loud cheers from the audience.
OSAS Director Abella closed the event with reminders on how first-year students can access programs and services throughout the semester.
Prior to the institution-wide program, simultaneous ORSEM sessions were held on August 19 at the different colleges where freshmen and transferees were formally introduced to their respective deans and faculty members.
This year’s ORSEM aims to equip new DEBESIANS with clear information on academic expectations, student support systems, and campus culture, ensuring a confident start to their studies and a strong sense of belonging in the DEBESMSCAT community.
