The three-day monitoring and evaluation conducted by the Commission on Higher Education Regional Office V (CHED RO V) and the Regional Quality Assessment Team (RQAT) at Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) concluded on May 14, 2026, through an exit conference highlighting the presentation of findings, recommendations, and institutional commitments toward universityhood.
The evaluation, conducted from May 12 to 14, focused on assessing the institution’s compliance with CHED Memorandum Order (CMO) No. 46, s. 2012, or the “Policy Standard to Enhance Quality Assurance (QA) in Higher Education through Outcomes-Based and Typology-Based QA,” including the minimum requirements for academic programs and universityhood standards.
During the exit conference, members of the evaluation team presented the initial results of the assessment, including identified strengths, areas for improvement, and recommendations to further enhance the institution’s academic programs, facilities, laboratories, and support services.
College officials, directors, deans, faculty members, and personnel attended the conference headed by Dr. Arnel B. Millesca, who reaffirmed the institution’s commitment to continuously improve its systems, strengthen quality assurance mechanisms, and address the recommendations provided by the evaluators.
The activity marked another significant step in DEBESMSCAT’s continuing pursuit of academic excellence, institutional development, and full university status in service of the Masbateño community.
