Civil Service Commission declared DEBESMSCAT compliant to all indicators of PRIME-HRM Level II Maturity after a two-day evaluation conducted on January 29, 2021, and February 1, 2021, at Graduate School, DEBESMSCAT participated in by 28 college personnel.

PRIME-HRM aims to institutionalize meritocracy amongst government offices and SUC’s in the country. From the time Civil Service Commission first implemented it in 2016 until February 1, DEBESMSCAT was at Level I Maturity. After five years of operation, the college passed the evaluation for Level II.

Level II maturity for DEBESMSCAT means that its processes are attuned to the requirements for the agency. The programs of the institution are also maintained and performed in accordance with the documented processes.

PRIME-HRM evaluation involved the interview of key officials namely Dr. Renee A. Lamela, SUC President, Dr. Cynthia L. Dimayuga, VPAA, and Mrs. Eugene L. Jazul, VPAF. Also, 23 non-teaching personnel and faculty were randomly selected and interviewed by the panel of evaluators from the Civil Service Commission Regional Office.

To qualify for the evaluation for the next maturity level (Level III), DEBESMSCAT needs to improve, maintain, and sustain the performance of its documented processes for the next two years.

“With this milestone conquered by the college, we now prepare for the next maturity level. We will sustain the implementations, embrace the policies that are set in place, follow the flow charts of procedures and processes and aim for continual improvement in the human resource area,” Mrs. Ligaya M.
