DEBESMSCAT Partners with SEC-Legazpi for Project SEC-CAN to Promote Financial Literacy and Protect Masbatenos

September 8, 2025 – The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) has officially partnered with the Securities and Exchange Commission (SEC)–Legazpi for the flagship initiative Project SEC-CAN!—Securities and Exchange Commission Communication, Advocacy, and Network program.

This national initiative aims to promote financial literacy, responsible investing, and protection against fraudulent schemes, extending the SEC’s advocacy to students, employees, Masbatenos, and other stakeholders. Through this collaboration, participants will gain access to knowledge on financial markets, practical tools to avoid investment scams, connections with financial experts, and opportunities to collaborate with community groups.

Heading the DEBESMSCAT delegation was President Dr. Arnel B. Millesca, who emphasized the significance of this partnership in empowering Masbate communities through financial education. He was joined by Dr. Erwin H. Malto, Vice President for Administration and Finance; Atty. Mark John C. Masamoc, Legal Officer; and Mr. Mark John Montilla, Internal Auditor III, representing the institution’s commitment to ensuring transparent and responsible financial practices.

With the SEC’s expertise in financial regulation and DEBESMSCAT’s unique role as the sole state college in the island province of Masbate, this partnership underscores a shared vision of protecting and uplifting Filipino lives. It also aligns with the national government’s agenda of economic recovery and resilience, ensuring that Masbatenos are empowered to make informed financial decisions for a better future.
