CLARK, PAMPANGA — Dr. Arnel B. Millesca, President of the Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT), participated in the Higher Education Summit 2026, held from March 10–12, 2026 at SMX Convention Center Clark and National University–Clark.
The summit gathered leaders from state universities and colleges (SUCs), local universities and colleges (LUCs), private higher education institutions, and national government agencies to discuss transformative strategies for strengthening Philippine higher education. Organized under the leadership of the Commission on Higher Education (CHED) in partnership with the Department of Science and Technology (DOST), the event aligns with the CHED ACHIEVE Agenda, which emphasizes human capital development, innovation, and global responsibility.
Dr. Millesca’s participation reflects DEBESMSCAT’s continuing commitment to national initiatives aimed at advancing quality higher education and fostering institutional collaboration.
Through the summit, participants engaged in policy dialogues and thematic discussions designed to deepen understanding of the CHED ACHIEVE Agenda and its implications for academic reform, governance, and institutional planning.
The three-day gathering also served as a venue for evidence-based policy exchange and the strengthening of partnerships among higher education institutions. Discussions focused on building innovation ecosystems, strengthening faculty development, and promoting community-engaged initiatives that contribute to sustainable development goals.
