The Office of the President of the Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT), led by SUC President III Dr. Arnel B. Millesca, in coordination with the Office of Student Affairs and Services (OSAS), has begun repacking and preparing Noche Buena packages to be distributed to qualified students.
The assistance is intended for students who are not beneficiaries of any scholarship program, ensuring that they are also able to receive support during the holiday season.
The initiative underscores the College’s commitment to promoting fairness and inclusivity among the student population, particularly for those who may have limited access to financial assistance.
According to the OSAS Director, Ms. Grace Abella, the Noche Buena packages will be distributed on Friday, following the final examination schedule, to identified and qualified recipients.
The additional assistance was made possible through pooled donations from various generous organizations and individuals, as well as from the Philippine Association of State Universities and Colleges (PASUC) and the Camarines Norte State College (CNSC), further strengthening inter-institutional solidarity in supporting students’ welfare.
Dr. Millesca stated the initiative reflects the institution’s continued efforts to foster compassion, unity, and shared responsibility within the academic community, especially during the Christmas season.

Ladies and gentlemen,
