Key academic and administrative officials of Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) participated in the regional orientation on the application process for Delivering Higher Education Institutions (DHEIs) under the Scholarships for Staff and Instructors’ Knowledge Advancement Program (SIKAP), held last June 11, 2025, in Legazpi City.
The orientation was led by Dr. Jean S. Go, Education Supervisor of the Commission on Higher Education (CHED) Regional Office V. Attending on behalf of DEBESMSCAT were Dr. Bernard M. Barruga, Dean of the Graduate School; Dr. Emeros R. Castillo, College Scholarship Focal Person; and Mrs. Charisse A. Cabrera, College Accountant.
This initiative is in line with the implementation of CEB Resolution No. 231-2025, which governs the updated guidelines for SIKAP for both full-time and part-time graduate studies. The session focused on eligibility requirements, required documentation, deadlines, and the institutional responsibilities for those applying as DHEIs for FY 2025.
DEBESMSCAT intends to apply for DHEI status to deliver graduate programs such as the PhD in English Language Education (PhD ELE), PhD in Science Education, and the Master in Public Administration (MPA). These programs, aligned with national priorities, aim to enhance faculty qualifications and institutional capacity.
Under the steadfast leadership of SUC President III Dr. Arnel B. Millesca and the guidance of Vice President for Academic Affairs Dr. Elreen A. Delavin, DEBESMSCAT remains hopeful for the approval of its DHEI application. Their continued support ensures that the institution is well-positioned to contribute to national goals on advanced and inclusive advanced education. The PhD ELE, PhD Science Ed, and MPA programs are led by Dr. Jessica M. Alcantara, Dr. Milagros A. Celedonio, and Dr. Erwin H. Malto, respectively.
The orientation reaffirmed CHED’s call for all higher education institutions to maximize the opportunity for institutional participation and academic development through the SIKAP program. The DEBESMSCAT delegation looks forward to advancing its graduate offerings and strengthening its role in regional and national development through higher learning.
