The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) successfully conducted the opening day of the Technology Promotion Mentorship Series (TPMS) Seminar-Workshop on Information, Education, and Communication (IEC) Development for Innovation and Commercialization today, July 14, 2026. The activity is scheduled to run for four days, from July 14 to 18, 2026.
The event is hosted by the Intellectual Property and Technology Business Management (IPTBM) office, the Office of Creative Works and Knowledge Management (CWKM), and the Office of Public Information, in collaboration with the RAISE Bicol Knowledge Management (KM) Hub and DOST-PCAARRD.
Distinguished attendees included Dr. Rodolfo B. Burac, Jr., Vice President for Research, Extension, and Innovation; Prof. Emma L. Macariola, Project Leader of the RAISE Bicol KM Hub; Engr. Marco Angelo R. Dejucos, IPTBM Director; Dr. Sherwin E. Balbuena, CWKM Director; and Ms. Lea Erica M. Alcao, Study Leader of the RAISE Bicol KM Hub. Ms. Sara Elayne M. Caliwagan, Economic Development Specialist (EDS II) of NEDA, joined the session virtually.
The program started with an inspirational message from Dr. Rodolfo B. Burac, Jr., who emphasized the significance of the seminar for the selected participants in advancing their professional capabilities. Dr. Sherwin E. Balbuena formally welcomed the attendees, while Ms. Maffi Gieson S. Asilum, Director of the Office of Public Information, provided a comprehensive overview of the workshop’s objectives.
The workshop featured three key topics. Engr. Marco Angelo R. Dejucos discussed the Orientation on Intellectual Property and Technology Transfer, covering the fundamental framework of IP rights, and the critical role of IP protection in safeguarding institutional innovations.
Ms. Sara Elayne M. Caliwagan followed with the Principles of Information, Education, and Communication (IEC) Production, highlighting that effective communication must be audience-centered to ensure that technical innovations are translated into accessible narratives.
Finally, Ms. Lea Erica M. Alcao led the session on Designing Effective IEC Materials, stressing that visual communication and layout significantly influence engagement and providing insights into selecting appropriate media formats to ensure information is visually compelling and easy to digest.
