DEBESMSCAT Joins Regional Innovation Network, Strengthens Startup and Entrepreneurship Ecosystem in Bicol

Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) has formally strengthened its commitment to innovation, entrepreneurship, and technology commercialization after signing a Memorandum of Agreement (MOA) to join the Bicol Consortium for Regional Startup Enablers (BiCoRSE), a regional platform dedicated to advancing the startup ecosystem in Bicol.

The agreement, signed among Bicol University (BU), BiCoRSE, and DEBESMSCAT, formalizes the College’s institutional membership in the consortium and establishes a collaborative framework for startup development, innovation promotion, entrepreneurship education, technology transfer, and ecosystem-building initiatives across the region.

BiCoRSE serves as a multi-institutional platform composed of State Universities and Colleges (SUCs), Private Higher Education Institutions (PHEIs), government agencies, and ecosystem partners working collectively to develop, scale, and sustain innovation-driven and startup-support initiatives in the Bicol Region. The consortium aligns its efforts with national frameworks such as the Philippine Innovation Act and the National Innovation Agenda and Strategy Document.

As a member institution, DEBESMSCAT will participate in various consortium initiatives, including startup incubation and acceleration programs, technology commercialization and knowledge transfer activities, capacity-building and training programs, research and policy development, regional and international innovation engagements, and collaborative resource-sharing among member institutions.

Under the agreement, DEBESMSCAT will designate official representatives to the consortium, actively participate in planning and collaborative initiatives, and contribute its expertise, programs, facilities, and networks to support innovation and startup ecosystem development in the region.
