DEBESMSCAT Joins CHED’s GAYON Bicol MOA Signing to Strengthen Student Mental Health Support

Catanduanes State University, September 9, 2025 – The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) joined other higher education institutions in the Memorandum of Agreement (MOA) signing for the Guidance Assistance and Youth Online (GAYON) Program, a pioneering initiative spearheaded by the Commission on Higher Education Regional Office V (CHED ROV).The ceremonial signing, held at Catanduanes State University (CatSU), was led by CHED Regional Director Demetrio P. Anduyan Jr. The initiative unites State Universities and Colleges (SUCs), Local Universities and Colleges (LUCs), and Private Higher Education Institutions (PHEIs) in the Bicol Region under a shared commitment to address mental health challenges among students.

DEBESMSCAT was formally represented by its president, Dr. Arnel B. Millesca, who affirmed the institution’s full support for GAYON Bicol’s mission to enhance student guidance and wellness services.

Also gracing the event was Hon. Patrick Azanza, Governor of the Province of Catanduanes and former president of Catanduanes State University, whose presence underscored the significance of a unified approach to student mental health across Bicol’s education landscape.About GAYON BicolThe Guidance Assistance and Youth Online (GAYON) program is designed to provide accessible, collaborative, and professional guidance services to students in Higher Education Institutions (HEIs). With the participation of registered guidance counselors across Bicol, the initiative aims to strengthen psychosocial support systems and ensure student well-being remains a top priority.By fostering collaboration between CHED, SUCs, LUCs, and PHEIs, the program seeks to create a comprehensive mental health support network, responding to the growing need for proactive and responsive guidance programs within the region.
