DEBESMSCAT Joins the “EXPAND” Internationalization Forum at Bicol University

The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) proudly participated in the EXPAND: Exploring Perspectives and Approaches for Navigating Development in Internationalization hosted by Bicol University. This regional gathering brought together vice presidents, international relations officers, and focal persons from State Universities and Colleges (SUCs), Local Universities and Colleges (LUCs), and private Higher Education Institutions (HEIs) across the Bicol Region.

Representing DEBESMSCAT in the forum were Dr. Nikki Faith A. Bantillo, International Relations Officer, Mr. Roger A. Pautan Jr., and Mr. John Philip Catiwa, Quality Assurance Officer. The event was enriched by the inspiring and insightful messages of academic leaders who emphasized the vital role of internationalization in shaping a globally competitive education for Bicolano students. Dr. Demetrio P. Anduyan Jr., CESO III, underscored the importance of striving toward a future where every student can benefit from international opportunities.

Meanwhile, a keynote address, delivered on behalf of Atty. Lily Freida C. Macabangun-Milla, highlighted CHED’s internationalization strategies and roadmap for Philippine higher education. Best practices on global partnership building were also shared by Dr. Fay Lea Patria M. Lauraya, President of the University of Nueva Caceres. She encouraged institutions to start by knowing their strengths, building reputable brands, and nurturing prestige that would inspire collaboration from partner universities worldwide.

Adding to the discourse, Dr. Roger Y. Chao, Honorary Distinguished Professor at Kyungwoon University, South Korea, gave a comprehensive session on the Sustainable Development Goals (SDGs) and internationalization strategies across the ASEAN region. A key highlight of the activity was the Signing of the Pledge of Commitment—a collective affirmation among participating institutions to advance internationalization in the Bicol Region. Through engagements such as EXPAND, DEBESMSCAT strengthens its dedication to broadening opportunities for learning, collaboration, and innovation, ensuring that every Bicolano student gains access to a truly internationalized quality of education.
