
July 21, 2025 – The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) has taken a significant step towards enhancing its academic excellence by formalizing a faculty retooling program for Master’s and Doctorate degrees.
In a ceremony held today at the institution, DEBESMSCAT President, Dr. Arnel B. Millesca, and Vice President for Academic Affairs, Dr. Elreen Delavin, led the official contract signing with faculty members who will pursue advanced studies. This initiative is part of the institution’s commitment to continuous professional development and strengthening its instructional and research capabilities.
The program establishes partnerships with several prestigious universities across the Philippines, providing DEBESMSCAT faculty with access to high-quality graduate education. The partner institutions where the faculty members will be enrolled are, Philippine Normal University (PNU) – Manila, Cebu Technological University (CTU) – Cebu City, and Nueva Ecija University of Science and Technology (NEUST) – Nueva Ecija.
This initiative ensures that the educators are equipped with the latest knowledge and research skills in their respective fields, which will directly translate to a higher and equitable quality of education and innovation at the institution.
The retooling program for faculty development not only advances DEBESMSCAT’s commitment to delivering inclusive and equitable quality education but also promotes equal opportunities for all faculty members regardless of gender.
