March 9, 2026 — The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) conducted an Orientation and Information Session on the Fulbright Programs on March 9, 2026, at the College Function Hall, providing valuable insights into international scholarship opportunities for its personnel.
The session was attended by teaching and non-teaching personnel of the institution, who gathered to learn more about opportunities for graduate study, research, and professional development abroad.
The event featured Mr. Julio S. Amador III, Executive Director of the Philippine-American Educational Foundation (PAEF), also known as the Fulbright Commission in the Philippines, as the resource speaker. During his presentation, Amador discussed the various Fulbright scholarship programs available to Filipino scholars, highlighting eligibility requirements, application procedures, and the benefits of participating in the prestigious international exchange program.

Amador emphasized the Fulbright Program’s role in fostering academic excellence, cross-cultural understanding, and leadership development, encouraging participants to consider applying for the scholarship to further enhance their expertise and contribute to national development.
The orientation also provided an open forum where participants were able to raise questions and clarify details about the scholarship process and program offerings.
The activity was spearheaded by Dr. Emeros Castillo, Director for Personnel Scholarship, as part of the institution’s continuing efforts to support the professional growth and global exposure of its employees.
