DEBESMSCAT Holds 2nd Quarter Accomplishment Reporting and Semestral Agency Review to Strengthen Institutional Governance and Service Delivery

July 25, 2025 – Demonstrating its commitment to transparency, accountability, and continuous improvement, the Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) conducted its 2nd Quarter Accomplishment Reporting and Semestral Agency Review on July 24, 2025. The activity served as a platform to assess the College’s financial and physical performance for the second quarter of Fiscal Year 2025.

The presentation of financial accomplishments was led by Mr. Armand P. Cabrera III, CPA, Director of the Financial Management Service, who outlined the institution’s fund utilization and expenditure performance in support of its strategic priorities. This was followed by Mr. Andrew Escorel, Director of Procurement Management Services who detailed the status of ongoing and completed procurement activities, ensuring compliance with government procurement standards.

Engr. Nenette M. Laurio, Director of the Planning and Development Service, delivered a detailed report on the College’s physical accomplishments, highlighting key outcomes, implementation progress, and areas for improvement across priority programs and services.

Spearheading the agency review were SUC President Dr. Arnel B. Millesca, together with Vice President for Administration and Finance Dr. Erwin H. Malto, and Vice President for Research, Development, Extension, Innovation, Creative Works, and Knowledge Management Dr. Rodolfo B. Burac Jr., who guided the evaluation process and encouraged collective assessment on institutional gains and challenges.

The activity reflects DEBESMSCAT’s strong commitment to delivering quality and inclusive education, advancing professionalized systems that promote productivity and ethical public service, and fostering a results-driven culture anchored in transparency and participatory governance.

Through this review, the institution reinforces its role as a catalyst for sustainable, future-ready education and community-centered development in the province of Masbate.
