The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) conducted an institutional-wide orientation on the salient features of the New Government Procurement Law under Republic Act No. 12009 on January 23, 2026, at the College Function Hall.
The activity aimed to align the college’s procurement processes with the updated legal framework and ensure that key officials are fully equipped to implement the law effectively and responsibly.
SUC President III Dr. Arnel B. Millesca emphasized the importance of compliance, transparency, and accountability in public procurement, noting that RA 12009 provides a stronger policy foundation for efficient use of government resources. He encouraged administrators to fully understand their roles under the new law to support good governance and timely delivery of programs and projects.
Key provisions of RA 12009 and its Implementing Rules and Regulations (IRR) were discussed by Atty. Erwin S. Oliva, Chief Administrative Officer, who also elaborated on the critical roles of the Technical Working Group (TWG)and End Users in ensuring compliant and responsive procurement activities.
Meanwhile, Mr. Mark John Montilla, College Internal Auditor, presented the proper preparation of the Project Procurement Management Plan (PPMP), market scoping, and purchase request formulation, underscoring their importance in planning and audit readiness.
Discussions on the modes of procurement and procurement timelines under the new law were led by Engr. Eny B. Ferriol, Director of the Supply and Property Office, highlighting procedural updates and timelines designed to improve efficiency while maintaining safeguards.
An open forum capped the activity, facilitated by Mr. Andrew Escorel, Procurement Director, allowing participants to raise clarifications and practical concerns on the application of RA 12009 within their respective units.
The activity was attended by college deans, directors, and institutional officials serving as budget administrators, reinforcing DEBESMSCAT’s commitment to a unified, law-compliant, and transparent procurement system under the new legal regime.
