The Department of Energy (DOE), through its Government Energy Management Program (GEMP), recently conducted an initial energy audit at the Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) in Mandaon, Masbate, on August 25, 2026, as part of the government’s continuing efforts to promote energy efficiency and conservation among public institutions.
The audit assessed the College’s existing policies and practices on electricity and fuel conservation, including the use of energy-efficient lighting and equipment, maximization of daylight, proper air-conditioning practices, turning off electrical equipment when not in use, and other measures aimed at reducing overall energy consumption.
DEBESMSCAT obtained an overall score of 85.6 percent, equivalent to a Grade B rating. The result reflects the College’s strong implementation of energy efficiency and conservation measures and its substantial compliance with the requirements assessed under the Government Energy Management Program.
Among the areas evaluated were the designation of an Energy Officer and the issuance of office policies on energy conservation; the use of efficient lighting and equipment; the maintenance of appropriate room temperatures; the scheduled operation of air-conditioning units; and the promotion of energy-saving practices among personnel. The audit likewise examined the College’s documentation, monitoring, and management of electricity consumption.
For fuel conservation, the assessment covered the implementation of a Fuel Conservation Program, preventive maintenance of official service vehicles, avoidance of unnecessary engine idling, vehicle inventory and assignment, fuel monitoring, and the proper documentation of vehicle trips and dispatches.
The Grade B rating represents a meaningful institutional achievement for DEBESMSCAT. It demonstrates that the College has established and implemented a considerable range of energy conservation measures while maintaining a strong commitment to responsible and sustainable energy management. At the same time, the audit results provide valuable guidance and opportunities for the institution to further enhance its practices and pursue even higher levels of energy efficiency and conservation.
More than a numerical rating, the College’s 85.6 percent score reflects the collective efforts of the DEBESMSCAT community in promoting responsible energy use, conserving resources, and supporting sustainable campus operations.
Through initiatives such as the DOE energy audit, DEBESMSCAT continues to strengthen efficient, responsible, and environmentally conscious institutional management, contributing to the government’s broader goal of reducing energy consumption and building a more sustainable future.
