April 15, 2026 — Strengthening inter-institutional collaboration in higher education, Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology and Cebu Technological University formalized a partnership through the signing of a Memorandum of Agreement (MOA) aimed at advancing faculty development and academic cooperation.
The agreement, duly attested by DEBESMSCAT SUC President III Dr. Arnel B. Millesca, outlines collaborative efforts between the two state universities and colleges (SUCs) in areas such as graduate education, academic retooling, and resource sharing. The partnership is expected to enhance institutional synergy and contribute to the continuous professional growth of faculty members.
Representing CTU in the signing was Dr. Maria Salud Delos Santos, who signed on behalf of OIC-President Dr. Jonita V. Literatus. The agreement highlights CTU’s commitment to providing academic training opportunities, access to institutional resources, and monitoring support for faculty participants endorsed by DEBESMSCAT.
Under the terms of the MOA, DEBESMSCAT will endorse qualified faculty members for enrollment in CTU’s graduate and certification programs and may extend financial support in accordance with government policies. In return, participating faculty members are expected to adhere to academic standards and complete required deliverables throughout the duration of their programs.
The signing ceremony was witnessed by Dr. Elreen A. Delavin, DEBESMSCAT Vice President for Academic Affairs and Dr. Ulysis L. Ferreras, DEBESMSCAT Faculty Association President underscoring institutional support for the initiative.
This partnership reflects the shared commitment of both institutions to elevate the quality of higher education, foster innovation, and build a more competent academic workforce in line with national development goals.
