DEBESMSCAT, CSC Empower Administrative Personnel through Strategic Performance Training

August 12, 2025 — The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT), through its Human Resource Management Office (HRMO) and in partnership with the Civil Service Commission (CSC) Masbate Field Office, conducted a Strategic Work Performance Training for administrative personnel held at the College Function Hall.

The program opened with a message from Vice President for Administration and Finance Dr. Erwin H. Malto, who underscored the importance of continuous capacity-building initiatives to enhance efficiency and accountability in public service.

CSC Masbate Provincial Director Jocelyn L. Marifosque served as the resource speaker, delivering a technical assistance session on the Strategic Performance Management System (SPMS). She focused particularly on the preparation of the Office Performance Commitment and Review (OPCR), a key SPMS document that outlines an office’s performance goals, target indicators, success measures, and performance ratings for a given period.

Director Marifosque explained that the OPCR is essential in evaluating the performance of government offices and in aligning individual employee objectives with the organization’s overall strategic goals. She emphasized that the SPMS serves as a mechanism linking employee performance with organizational outcomes, thereby fostering a performance-oriented culture in the public sector. 

She further noted that its objectives include aligning organizational performance with the Agency Strategic Plan and the Organizational Performance Indicator Framework, cascading institutional accountabilities to all levels of the organization to ensure both organizational and individual effectiveness, and integrating performance management with other human resource systems.

The training will continue on Wednesday, August 13, 2025, with discussions on performance monitoring and feedback for administrative offices, performance review and calibration, and a hands-on workshop on preparing OPCRs for various units and administrative offices within the institution.
