December 20, 2025 — The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) conducted outreach and extension activities for Persons Deprived of Liberty (PDLs) at the Mobo District Jail and the City of Masbate Jail.
The activity was led by the Doctor of Education in Educational Leadership (EdDEL) students of the DEBESMSCAT Graduate School, in collaboration with the Office of Technical Assistance and Extension Services (TAEXS) of DEBESMSCAT.
It was spearheaded by Dr. Rodolfo B. Burac Jr., Vice President for Research, Development, Extension, Innovation, Creative Works, and Knowledge Management and Officer-in-Charge Vice President for Academic Affairs, together with TAEXS Director Mr. Dennis G. Corlet.
DEBESMSCAT provided free meals, food packs, and hygiene kits to the PDLs as part of the outreach and extension activities.
The activity also featured an information campaign on DEBESMSCAT’s Education Behind Bars program, which aims to provide PDLs with equal access to quality education despite their situation.
The initiative is supported by DEBESMSCAT SUC President III Dr. Arnel B. Millesca, who has advocated for the implementation of Education Behind Bars as part of the College’s inclusive education programs.
Through the activity, DEBESMSCAT reiterated its commitment to ensuring equal access to quality education for all, regardless of social status or condition in life, including Persons Deprived of Liberty.
