DEBESMSCAT Holds Orientation for Newly Hired and Promoted Personnel

To strengthen institutional alignment and equip its workforce with essential knowledge on government protocols, the Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT), through its Human Resource Management Office (HRMO), conducted an orientation for newly hired and promoted teaching and administrative personnel on Friday, August 8, 2025.

The activity aimed to familiarize employees with the college’s institutional goals, policies, and core functions as they officially embark on their new roles within the institution.

Dr. Erwin H. Malto, Vice President for Administration and Finance, opened the session by presenting DEBESMSCAT’s institutional direction and roadmap, setting the tone for strategic alignment among employees. This was followed by a briefing on academic targets, updates, and grade submission protocols led by Engr. Arnold I. Malag, Dean of the College of Engineering.

Engr. Nenette M. Laurio, Planning and Development Services Director, highlighted the importance of performance management in public service, while Dr. Joey V. Pardeño, GAD Focal Person, discussed Gender and Development (GAD) policies to ensure inclusivity and gender sensitivity across all college activities.

Charish Gay A. Cabrera, CPA, tackled salary structures, benefits, and financial requirements, providing clarity on compensation matters. Meanwhile, Mrs. Ligaya M. Capinig, Human Resource Management Officer, discussed the Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713), along with guidelines on attendance, leave, and dress code.

To promote data security and privacy compliance, Atty. John Mark Masamoc, Legal Officer, delivered a comprehensive orientation on the Data Privacy Act of 2012.

The orientation concluded with closing remarks from Mrs. Capinig, emphasizing the importance of integrity, accountability, and professionalism in public service.

Through this orientation, DEBESMSCAT reaffirms its commitment to fostering a well-informed, competent, and ethical workforce in support of its mission to deliver quality education and public service.
