DEBESMSCAT, CHEDRO V Ink Partnership for Project GAYON

Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) has strengthened its commitment to youth development and mental health support after formalizing a strategic partnership with the Commission on Higher Education Regional Office V (CHEDRO V) for the implementation of Project GAYON (Re-Guidance Assistance for the Youth Online).

The Memorandum of Agreement (MOA) signing was held on March 19, 2026, at Ninong’s Hotel, Legazpi City, Albay, bringing together leaders from State Universities and Colleges (SUCs), Local Universities and Colleges (LUCs), and Private Higher Education Institutions (PHEIs) across the Bicol Region.

Representing DEBESMSCAT President Dr. Arnel B. Millesca, Dr. Nikki Faith A. Bantillo, International Relations Director joined fellow institutional heads and officials in the ceremonial signing, marking a unified effort among higher education institutions to enhance student support services.

Project GAYON is envisioned as an innovative, in-house digital platform that will deliver accessible and responsive online guidance and counseling services to students across Higher Education Institutions (HEIs) in the region.

CHEDRO V emphasized that the initiative aims to address the evolving needs of learners, particularly in promoting mental wellness and ensuring that guidance services remain inclusive and adaptive in the digital age.

The partnership underscores the shared commitment of HEIs in the Bicol Region to strengthen support systems for students through technology-driven solutions.
