DEBESMSCAT Joins CertiPhy Masterclass to Advance Micro-Credentialing in Higher Education

August 7–8, 2025 — The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT), led by President Dr. Arnel B. Millesca, participated in CertiPhy: A Masterclass on Micro-credentials from Concept to Implementation held at the University of Southeastern Philippines (USeP), Davao City.

The two-day capacity-building event brought together leaders from State Universities and Colleges (SUCs) across the country to explore the potential of micro-credentials in transforming the Philippine higher education landscape. 

The masterclass is a direct outcome of the Memorandum of Understanding (MOU) signed by 12 SUCs during the academic mission to Beijing, China, spearheaded by Commission on Higher Education (CHED) last April 8–13, 2025.

DEBESMSCAT joined other MOU signatory institutions including Davao Oriental State University, Biliran Province State University, Davao del Sur State College, University of Southeastern Philippines, Davao del Norte State College, Southern Philippines Agri-Business, Marine and Aquatic School of Technology, Rizal Technological University, Mabalacat City College, University of Perpetual Help System Laguna, Davao de Oro State College, and Sulu State College.

Facilitated by Dr. Michelle Aguilar-Ong, a renowned expert in micro-credentialing, the masterclass provided in-depth guidance on the design, implementation, and evaluation of micro-credential programs. The sessions emphasized aligning these programs with the current demands of the labor market—an initiative now mandated under CHED Memorandum Order (CMO) No. 1, Series of 2025.

Micro-credentials are compact, targeted certifications that validate an individual’s proficiency in specific skills or knowledge areas. Unlike traditional degrees, they are typically short-term, competency-based, and designed to meet the dynamic requirements of various industries. These credentials offer flexible and accessible learning pathways, often through digital platforms, and are rapidly becoming an essential component of modern higher education and workforce development.

Representing DEBESMSCAT at the masterclass were Dr. Millesca together with Dr. Rodolfo B. Burac Jr., Vice President for Research, Development, Extension, Innovation, Creative Works, and Knowledge Management; and Dr. Elmo Rapsing, Dean of the College of Industrial Technology, who also shared his proposed micro-credential lesson plan on Internal Combustion Engine and Engine Fundamentals.

Also present were Dr. Nedie Sevilla, Department Head of MAEd Mathematics, and Mr. Mark Rofran Mendiola, Internal Auditor I, who joined in gaining insights on the integration of micro-credentials into the college’s academic programs.

With its active participation in the CertiPhy masterclass, DEBESMSCAT reaffirms its commitment to providing future-ready education and equipping graduates with industry-aligned, globally competitive skills.
