DEBESMSCAT President Dr. Arnel B. Millesca Attends Investiture of Cavite State University’s 4th President

September 19, 2025 – The President of Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT), Dr. Arnel B. Millesca, joined academic leaders and government officials in celebrating the investiture of Dr. Ma. Agnes P. Nuestro as the 4th University President of Cavite State University (CvSU) held at the International Convention Center, Cavite State University, Indang, Cavite.

The investiture ceremony highlighted the academic excellence and leadership transition of CvSU, with various stakeholders from the education sector in attendance.

Distinguished Guests and Dignitaries

Among the prominent figures who graced the event were:

  • Dr. Tirso A. Ronquillo, PASUC National President and President of Batangas State University
  • Dr. Marita R. Canapi, CHED Commissioner, who led the official oath of office
  • Hon. Francisco Gabriel D. Remulla, Governor of the Province of Cavite
  • Leaders and representatives from selected State Universities and Colleges (SUCs) nationwide

Their presence underscored the importance of strong collaboration between state universities and the local government in advancing education, research, and innovation.

Strengthening Academic Partnerships

Apart from attending the formal investiture rites, Dr. Millesca also engaged in a benchmarking meeting with the Dean of the College of Agriculture of Cavite State University. The discussion focused on a potential partnership for the development of the Doctor of Philosophy in Agriculture curriculum.

This initiative reflects DEBESMSCAT’s commitment to strengthening its graduate programs and aligning them with the needs of the agriculture sector, ensuring that advanced education supports rural development, food security, and sustainable farming practices.
