DEBESMSCAT advances administrative performance through two-day capacity-building program

August 12 – 13, 2025 – To boost efficiency and accountability in public service delivery, the Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) capped a two-day capability-building activity aimed at strengthening the performance management of non-teaching employees through practical training on the government’s Strategic Performance Management System (SPMS).

Held on August 12–13 at the College Function Hall, the extension activity “Empowering Non-Teaching Personnel through Strategic Work Performance” was organized by the Graduate School, through the Master in Public Administration (MPA) program, in partnership with the Human Resource Management Office (HRMO). The initiative sought to equip participants with a deeper understanding of SPMS processes, tools, and performance standards to improve the setting, monitoring, and evaluation of office and individual targets. 

Newly hired personnel also received an orientation to align their work with institutional goals and civil service policies, standards, and guidelines.

During the first day, CSC Masbate Provincial Director Jocelyn L. Marifosque served as the resource speaker, delivering technical assistance on the SPMS with emphasis on the Office Performance Commitment and Review (OPCR), a key document that defines an office’s performance goals, target indicators, success measures, and ratings for a given period.

Director Marifosque underscored that OPCRs are central to evaluating office performance and to aligning individual objectives with organizational priorities, noting that SPMS links employee performance with institutional outcomes and promotes a performance-oriented public service.

On Day 2, participants took part in an in-depth workshop to craft their respective OPCRs. Drafts were presented to the College Performance Management Team for review and recommendations, allowing units to refine targets and success measures before the actual submission.

The training concluded with closing remarks from Dr. Bernard Barruga, Dean of the Graduate School, who thanked the participants for their active engagement and the committees for organizing the initiative. He emphasized that the undertaking is intended to further strengthen and make more effective the delivery of public service, especially to DEBESMSCAT’s students and stakeholders, through consistent, standards-based performance management.

The activity forms part of the College’s continuing commitment to build a culture of accountability and results, ensuring that administrative services are responsive, measurable, and aligned with national civil service standards.
