Future-Ready Education: DEBESMSCAT 2025 Grads to Receive Diplomas, TORs, and CSC Eligibility for ‘Laudes on 30th Commencement Exercises  

For the first time in its 73-year history, the Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) will be issuing complete, employment-ready documents, including the Diploma, Transcript of Records (TOR), and Civil Service Eligibility to its graduating students during the 30th Commencement Exercises scheduled on June 6 and 10, 2025, across its Mandaon and Cawayan campuses.

A total of 1,617 graduates from the two campuses, 1,440 from Cabitan, Mandaon, and 177 from Cawayan will be receiving their diplomas and TOR immediately during the ceremony. Through DEBESMSCAT’s partnership with the Civil Service Commission (CSC) Masbate Provincial Office, 13 graduating students who are conferred Latin honors will also receive their Certificate of Eligibility (COE) under Presidential Decree No. 907, series of 1976.

DEBESMSCAT President, Dr. Arniel B. Millesca, spearheaded this historic initiative to better support the institution’s graduating class and ensure they are job-market ready as soon as they leave the institution and pursue their respective careers. Dr. Millesca strongly believes that the issuance of diplomas, TORs, and COEs for honor graduate will greatly help graduates to avoid the nitty-gritty of processing these documents after graduation, and that they (the graduates) can readily apply and qualify for any job they want.

Dr. Millesca described the initiative as a transformative innovation that places student welfare and employability at the forefront of the institution’s mission. Indeed, this milestone marks a significant first in DEBESMSCAT’s history, enhancing the employability of its graduates and reaffirming its commitment to academic excellence and student welfare.

The administration vows to continue this best practice of giving diploma, TOR and COE during every graduation.

The 30th Commencement Exercises of DEBESMSCAT will not only celebrate academic achievement, but also mark a turning point in the institution’s mission to become a truly student-centered and future-ready state college. With this milestone, DEBESMSCAT reinforces its commitment to improving administrative processes and aligning its services with the needs of its students.

As the first batch of graduates to benefit from this initiative, the Class of 2025 is walking away from their alma mater not just with memories, but with the tangible tools they need to start their careers — in hand, on day one.
