Masbate, Philippines β The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) strengthened its commitment to livestock research and development as it participated in the Ceremonial Signing of the Memorandum of Agreement (MOA) on the Collaboration on Cryobanking and Cryogenic Preservation of Livestock in Masbate held on March 17, 2026, at the Regional Carabao Breeding Center (RCBC) in Mabato-Bato, Mandaon, Masbate.
Originally scheduled earlier in the day, the MOA signing was rescheduled to 3:00 PM and was conducted at the same venue, bringing together key officials and representatives from partner institutions and government agencies involved in the initiative.

The ceremonial signing marked a significant step toward strengthening collaboration among agencies to advance livestock genetic preservation and support sustainable breeding programs in Masbate and the Bicol Region.
During the program, partner institutions delivered their messages of support, highlighting the importance of cooperation in the implementation of the project.
Representing the State Universities and Colleges (SUCs), Dr. Arnel B. Millesca underscored the role of academic institutions, including DEBESMSCAT, in contributing research expertise and technical knowledge to ensure the successful implementation of the initiative.
The MOA signing formally sealed the partnership among participating institutions, including DEBESMSCAT, marking a milestone in strengthening livestock research, genetic preservation, and collaborative development efforts in Masbate.
Alongside the president were faculty members from the College of Agriculture (CA) led by Dr. Michael O. Ogaya, Dean of the College of Agriculture, together with Dr. Nimfa Cornal, Dr. Mohammad Dollison, Dr. Edwin Alcantara, and Dr. Amalia Royo, and Dr. Maria Christina Rochelle D. Zaragoza who attended the activity in support of the collaborative initiative.
Through this initiative, DEBESMSCAT continues to play an active role in advancing agricultural innovation and supporting programs that promote sustainable livestock production in the region.
