The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) concluded its three-day Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) survey visit from December 10 to 12, 2025, covering six key academic programs across various levels.
The evaluation team assessed the Level III accreditation of the BS in Agricultural and Biosystem Engineering, Doctor of Education in Educational Leadership, Master of Science in Agriculture, and BSIT in Electronics Technology programs. It also included the Level IV Revisit for the BS in Computer Science and the Level I Revisit for Areas VI and IX of the BS in Civil Engineering.
During the assessment, programs were evaluated based on narrative reports and comprehensive profiles submitted for each area. They were required to demonstrate excellence in four areas, guided by the following criteria: well-defined objectives, adequate and relevant projects and activities to achieve objectives, systematic and effective procedures, reasonable budget allocation, provision of materials and other resources, participation of faculty, staff, students, or communities in major activities, and awards, distinctions, grants, or best practices adopted by the program.
Accreditors conducted document reviews, validations, and online interviews through Zoom teleconference to verify the implementation of each program’s systems and processes.
The survey visit concluded with a closing meeting where the evaluation team presented the strengths of each program and recommended actions to address areas needing improvement.
DEBESMSCAT President Dr. Arnel B. Millesca, speaking on behalf of the institution, reaffirmed the college’s commitment to respond to the recommendations with immediate and appropriate action.
He thanked the accreditors for sharing their time and expertise and emphasized that the institution’s continued participation in AACCUP evaluations supports its pursuit of the DAMGO vision for Masbateño learners.
AACCUP is a recognized accrediting body mandated to evaluate academic programs of State Universities and Colleges across the Philippines. Its accreditation process ensures that institutions uphold high standards in instruction, research, extension, and institutional development.
The accreditation visit, originally set for October 27 to 29, 2025, was rescheduled to December following disruptions caused by Typhoon Opong in the province of Masbate.
DEBESMSCAT began its preparations as early as April through the Compliance and Narrative Report Writeshop, followed by extensive monitoring and consolidation efforts across concerned departments. A Mock Accreditation Presentation was held on November 24 and 25 to ensure that all participating programs were fully prepared for the survey visit.
The participation of DEBESMSCAT in the December survey visit underscores its commitment to continuous improvement and quality assurance as it works to elevate the academic landscape in Masbate and the Bicol Region.
