Expanding its commitment to innovation, entrepreneurship, and globally competitive education, Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) officially forged a partnership with the Wadhwani Operating Foundation Inc. (WOF), a global nonprofit organization focused on job creation and skills development, through the signing of a Memorandum of Understanding (MOU) on June 8, 2026.
The agreement, signed by DEBESMSCAT SUC President III Dr. Arnel B. Millesca and WOF Regional Director for Southeast Asia Lucrecio D. Delgado Jr., aims to strengthen entrepreneurial education, innovation-driven learning, and workforce readiness among students, faculty, and stakeholders through collaborative programs, training, and access to digital learning platforms.
Founded in 2000 by Silicon Valley entrepreneur Dr. Romesh Wadhwani, the Wadhwani Foundation is a global non-profit organization dedicated to accelerating economic development through job creation, entrepreneurship, innovation, and workforce development. Operating across Asia, Africa, and Latin America, the Foundation implements large-scale initiatives that support entrepreneurship, small business growth, and skills training to improve employability and economic opportunities.
Through the partnership, DEBESMSCAT and WOF aim to collaborate in promoting socio-economic development by strengthening entrepreneurial education, innovation, and capacity-building initiatives for students, faculty, and stakeholders of the College.
Under the agreement, both institutions will work together to support business development and marketing activities while exploring the effective integration of each institution’s technologies and expertise into solutions that will benefit learners and communities.
One of the highlights of the partnership includes WOF granting DEBESMSCAT free access to its Learning Management System (LMS) and other online learning platforms, which include training, onboarding, maintenance, management support, and online mentoring sessions.
In return, DEBESMSCAT commits to supporting the implementation of the Wadhwani Entrepreneur (WE) Programs by delivering enrollees and ensuring active participation in entrepreneurship-related initiatives and collaborative projects.
The partnership also provides opportunities for mentoring sessions, trainings, pitch meetings, and knowledge-sharing activities designed to develop entrepreneurial competencies and enhance innovation-driven learning among students and faculty.
Present also during the ceremonial signing were Vice President for Academic Affairs Dr. Elreen A. Delavin, Vice President for Research, Extension, and Innovation Dr. Rodolfo B. Burac Jr., International Relations Officer Dr. Nikki Faith Bantillo, Extension Services Director Mr. Dennis Corlet, along with staff and personnel from the DEBESMSCAT Intellectual Property, Technology Business Management (IPTBM) Office.
