The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) President Dr. Arnel B. Millesca joined delegates worldwide in the 59th Canadian Bureau for International Education (CBIE) Annual Conference held from November 2 to 6, 2025, at the Centre des congrès de Québec, Quebec City, Canada.
The conference, organized by the CBIE in collaboration with the Embassy of Canada in the Philippines, gathered more than 1,300 international education professionals, institutional leaders, government officials, and global partners from over 50 countries. It served as Canada’s premier platform for global collaboration and innovation in international education.
This year’s CBIE Conference featured the first-ever International Partnerships Day on November 2, which facilitated structured business-to-business (B2B) engagements between Canadian and international institutions. The event provided opportunities to strengthen academic and institutional linkages, including those between Canada and the Philippines.
Representing DEBESMSCAT, Dr. Millesca actively participated in discussions promoting international partnerships, research linkages, and academic exchanges aimed at advancing global collaboration in higher education.
As part of the engagement, DEBESMSCAT also formalized its partnership through a Memorandum of Understanding (MOU) with Concordia University in Montreal, Canada. The agreement opens doors for student and faculty mobility programs, as well as joint academic and research initiatives designed to enrich the institution’s global academic network.
Through this participation, DEBESMSCAT reaffirms its commitment to advancing internationalization efforts and fostering opportunities for collaboration that will benefit both its academic community and partner institutions worldwide.
