When the results of the May 17, 2026 National Assessment for School Heads (NASH) were officially released, a wave of pride swept across the province of Masbate. Standing at the absolute pinnacle of the country’s elite educator-leaders was Dr. Marnel Malanog Bullo. Achieving a flawless 100% rating across all assessment domains, Dr. Bullo cemented his status as a national top performer.
Yet, for those who know the brilliant Teacher VI and School Research Coordinator from DepEd-Cataingan National High School, this historic milestone was no fluke. It was the natural culmination of a rigorous journey of transformation that reached its peak at his Alma Mater: Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT).
The Blueprint of an Educational Leader
When Dr. Bullo, who currently resides in Madamba, Cataingan, first walked through the doors of the DEBESMSCAT Graduate School, he was not just chasing a title. He arrived with a clear, deliberate vision.
“My dream was to become a competent educational leader equipped with knowledge, skills, and values,” Dr. Bullo shares. He chose DEBESMSCAT specifically because of its sterling reputation for academic excellence. He knew that to truly serve his community with integrity, professionalism, and unwavering commitment, he needed to be trained in an environment that demanded nothing less than standard-setting quality.
The true turning point of his doctorate journey, however, lay in the intellectual crucibles of the State College classrooms. Dr. Bullo recalls learning under powerhouse professors who refused to let their students settled for mediocrity. They pushed him to question standard paradigms, dive deep into rigorous data, and conduct meaningful research.

“Their guidance, combined with the rigorous academic environment, transformed my perspective from simply earning a doctorate to becoming a lifelong learner,” Dr. Bullo reflects. “It was the beginning of my personal and professional transformation.”
Armed with this mindset, he graduated in 2023 with a Doctor of Education major in Educational Leadership, ready to reshape the landscape of basic education in Masbate.
Bridging the Gap: The “Lab to Barrio” Project
For many, a doctorate marks the end of academic labor. For Dr. Bullo, it was a catalyst for grassroots revolution. Returning to Cataingan National High School, he took his deep understanding of innovation and translated it into real-world action through his trailblazing Lab to Barrio Project.
Recognizing that many learners in far-flung areas suffer from a lack of proper science equipment, Dr. Bullo took the initiative to bring complex science laboratory experiences directly into localized communities. By making science education accessible, hands-on, and highly engaging for students with limited facilities, the project has ignited scientific curiosity, boosted literacy, and built an unshakeable bond between public schools and the communities they serve.

He stresses that the ultimate measure of a DEBESMSCAT education is never selfish.
“Most importantly, stay grounded in your values, believe in your potential, and remember that the knowledge and skills you gain at DEBESMSCAT are not only for your personal success, but also for creating a meaningful and lasting impact in your community and beyond.”
