MAGALANG, Pampanga | October 16, 2026 โ€” In pursuit of its commitment to transforming lives through quality education, research, and community engagement, the Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) strengthened its institutional collaboration with Pampanga State Agricultural University (PSAU) through the ceremonial signing of a Memorandum of Agreement (MOA) on agricultural instruction, research, and extension.

Representing DEBESMSCAT were Dr. Arnel B. Millesca, SUC President III; Dr. Mohammad Dollison, Dean of the College of Agricultural Sciences; and Engr. Laurence G. Almoguera, CAgS Research Program Chair. The partnership establishes a framework for collaborative initiatives that will bring together the expertise and resources of both institutions to advance agricultural education and contribute to community development.

More than an institutional agreement, the collaboration embodies DEBESMSCATโ€™s commitment to its DAMGOโ€”a vision of transformation that inspires the College to turn aspirations into meaningful opportunities for students, educators, and communities. By forging partnerships with fellow state universities, DEBESMSCAT continues to open pathways for knowledge exchange, research collaboration, and extension initiatives that respond to the needs of the agricultural sector.

Under the MOA, the two institutions will pursue joint agricultural research and extension projects, faculty and technical expert exchanges, academic conferences and training activities, scholarly publications, and the collaborative development of instructional materials for the Bachelor of Science in Agriculture program. The agreement also provides opportunities for sharing research facilities, academic resources, and technical expertise, subject to institutional policies and availability.

The partnership highlights the vital role of higher education institutions in connecting academic knowledge with practical solutions. Through collaborative research and community-based extension activities, both institutions aim to strengthen agricultural innovation, enhance teaching and learning, and support the transfer of appropriate agricultural technologies to farming communities.

For DEBESMSCAT, this collaboration is another step toward realizing its aspiration of making education a catalyst for transformation. It reinforces the Collegeโ€™s commitment to building strategic partnerships that extend beyond institutional boundaries and create opportunities for meaningful academic and community impact.

As DEBESMSCAT continues its journey of growth and transformation, partnerships such as this demonstrate how its DAMGO can be translated into concrete initiativesโ€”advancing agricultural education, strengthening research capabilities, and empowering communities through knowledge and collaboration.
