Alleviating Poverty and Empowering Futures: How DEBESMSCAT’s SEOP Transforms Student Lives

Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) continues to champion sustainable development, inclusive education, and poverty alleviation through institutional initiatives like the Student Employment Opportunity Program (SEOP). Aligned with SDG 1: No Poverty and specifically addressing local anti-poverty policies, public support programs, and community welfare, SEOP serves as a vital bridge protecting students from financial vulnerability while fostering self-reliance and academic continuity.

Financial constraints and economic barriers remain primary obstacles keeping students from completing higher education. For many working students, balancing academic requirements with the cost of living, housing, and school projects can become an insurmountable hurdle. DEBESMSCAT’s SEOP was established precisely to counter this by connecting students with flexible earning opportunities and part-time employment during their vacant hours, particularly through campus employers and college personnel.

A powerful testament to the impact of this program comes from Rheamae A. Almoguera, a 22-year-old BS Agroforestry student at DEBESMSCAT. Juggling her demanding agricultural studies with financial hardships, Rheamae found stability through SEOP by engaging in part-time work, including doing laundry and cleaning houses inside the campus during her breaks. Through her earnings from the program, Rheamae achieved a major milestone: she no longer needed to pay out-of-pocket for house rent, as it was fully covered by her part-time employment. Furthermore, she shared a profound expression of gratitude, noting that she no longer had to burden her parents to ask for money for school projects. Through her own determination and the institutional support of SEOP, she is successfully financing her education without outside worries

Managed by the Economic Enterprise Development Services (EEDS) unit under the Office of Student Affairs and Services (OSAS), SEOP is structurally designed to support student welfare and socioeconomic resilience through multiple dimensions. The program offers flexible campus employment where students can secure structured, safe part-time jobs during their vacant hours such as tutoring, housekeeping, lawn maintenance, laundry, and administrative errands protecting them from unsafe or unregulated employment. Beyond basic jobs, the program integrates comprehensive skills training funded via fiduciary and student development funds covering areas like hair styling, massage therapy, and tailoring, which enhances students’ long-term employability and economic opportunities. By providing direct campus-managed income opportunities, DEBESMSCAT actively removes the economic bottlenecks of housing, food insecurity, and material costs, directly contributing to student retention and degree completion.

Through these continuous efforts, initiatives like SEOP stand as a concrete manifestation of the institution’s commitment to ending poverty in all its dimensions, ensuring that no student is left behind due to financial distress.
