The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) reaffirmed its commitment to quality assurance and institutional excellence as its delegation participated in the 1st Workshop on University’s Internal Quality Assurance (IQA) Implementation in the Philippines Utilizing the AUN-QA IQA Management Toolkit Version 1.3, held on July 14, 2026 at Marikina Polytechnic College.
Leading the DEBESMSCAT delegation is SUC President III Dr. Arnel B. Millesca, who also serves as a member of the Board of Trustees of the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP). Joining him are Vice President for Academic Affairs Dr. Elreen A. Delavin, College of Education Dean Dr. Raiza M. Padasas, and representatives from the DEBESMSCAT Office of the Quality Assurance Center (OQAC) headed by Director Prof. Rocel A. Turco, together with Mr. Rex Torrefiel, Ms. Wil Ann Legarda, and Ms. Loren Castillo.
The workshop gathers higher education institutions across the country to enhance the implementation of Internal Quality Assurance systems through the ASEAN University Network-Quality Assurance (AUN-QA) IQA Management Toolkit Version 1.3, promoting a more systematic and sustainable approach to quality management in Philippine universities and colleges.
During the opening day, participants were introduced to the IQA Management Toolkit, examined common practices and challenges encountered in previous assessment frameworks, and explored the eight building blocks of the toolkit. Discussions focused on the first four building blocks, providing participants with a comprehensive understanding of the framework’s foundational components and their application in strengthening institutional quality assurance mechanisms.
The workshop will continue until July 16, featuring discussions on the remaining building blocks, practical applications, and strategies for institutionalizing robust Internal Quality Assurance systems aligned with international quality standards.
