DEBESMSCAT Seals Tripartite Partnership with DA-PhilRice and Baclay Agrarian Reform Beneficiaries Cooperative (BARBC)

The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) sealed a tripartite Memorandum of Agreement (MOA) on July 13, 2026, establishing a partnership to implement the Rice Business Innovations System (RiceBIS) 2.0 program in Milagros, Masbate, with the DA-Philippine Rice Research Institute (PhilRice-Bicol) and the Baclay Agrarian Reform Beneficiaries Cooperative (BARBC).

Representing the college on behalf of SUC President III, Dr. Arnel B. Millesca, is Dr. Rodolfo B. Burac, Jr., Vice President for Research, Extension, and Innovation. The objective of this partnership is to increase the income of farmer-recipients by 50% through the development of profitable, sustainable agroenterprises, improved value chain efficiency, and the enhancement of entrepreneurial skills.

DEBESMSCAT will serve as an economic catalyst for organizational management, training, and marketing strategy, and acts as a co-implementer, providing technical assistance in agribusiness, food processing, and cooperative governance. DA-PhilRice Bicol provides overall program leadership, conducts capacity assessments, and performs program monitoring and evaluation.

Meanwhile, BARBC ensures member participation in managing daily production and enterprise activities, and maintains records to ensure economies of scale and market success. The agreement is effective upon signing and remains valid until December 31, 2028. A six-month transition period will follow the program’s conclusion, during which the parties will finalize the turnover of protocols and technical support.

This partnership reflects the commitment of DEBESMSCAT to uplifting the lives of its community in Masbate, establishing its presence and role in shaping future projects and championing Masbateño lives.
