DEBESMSCAT, UCN Forge Faculty-Sharing Partnership

The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) and the University of Camarines Norte (UCN) have entered into a Memorandum of Agreement (MOA) to strengthen faculty complementation and support DEBESMSCAT’s continuing bid for universityhood.

The agreement, represented by DEBESMSCAT SUC President III Dr. Arnel B. Millesca and UCN SUC President III Atty. Ryan L. Estevez, DPA, allows qualified UCN faculty members to serve as adjunct faculty at DEBESMSCAT, subject to their consent and applicable institutional and CHED policies.

The partnership aims to address faculty complement requirements in the College of Engineering, College of Industrial Technology, College of Education, and College of Agriculture. UCN will endorse qualified faculty members, while DEBESMSCAT will provide teaching assignments, necessary instructional support, and compensation in accordance with existing government and institutional rules.

The MOA underscores inter-institutional collaboration among State Universities and Colleges through faculty sharing and resource complementation, strengthening DEBESMSCAT’s academic capacity as it works toward meeting the requirements for institutional conversion into a university.

As the newly-installed SUC President of DEBESMSCAT, I am truly humbled and honored to assume this role. It is my goal in my 4-year term to share with you my vision and advocacy, which centers around the power of unity and collaboration, embodied by the acronym TEAM: Together Everyone Achieves More.

It is about recognizing the immense potential within each member of our institution and harnessing that collective strength to achieve remarkable things. True leadership requires humility, the ability to listen, learn, and empower others.

As we embark on this journey together, my aim is to cultivate an environment where every member of DEBESMSCAT feels valued, respected, and inspired to contribute their best. Together, we can achieve more than any one person could on their own.

I firmly believe that by fostering a culture of teamwork, we can overcome challenges, spark innovation, and bring about transformative change.
