The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) is expanding its extension services to strengthen the digital competencies of future educators through a new partnership with Osmeña Colleges.
The two higher education institutions will collaborate in implementing the SKILL-ACE (Strengthening Knowledge and ICT Literacy for Aspiring Classroom Educators) Project, a DEBESMSCAT-led extension initiative designed to equip pre-service teachers with the knowledge and practical skills needed to develop innovative, engaging, and technology-integrated instructional materials.
The partnership is formalized through a Memorandum of Agreement represented by DEBESMSCAT SUC President III Dr. Arnel B. Millesc, Vice President for Research, Extension, and Innovation, Dr. Rodolfo B. Burac Jr., Prof. Dennis G. Corlet, Director for Technical Advisory and Extension Services, other unit directors , and Osmeña Colleges President Miguel Luis V. Peliño, represented by Dr. Freddie T. Bernal, Vice President for Academic Affairs, Dr. Renee A. Lamela, Director for Research and Development, and Nenita L. Marcos, Director for Campus Development.
Anchored on DEBESMSCAT’s mandate in instruction, research, extension, and production, the project responds to the growing need for digitally competent educators capable of utilizing modern information and communication technologies in teaching and learning. It will focus on developing participants’ competencies in technology-enhanced instruction, digital content creation, contemporary media tools, and the design of learner-centered instructional materials.
The SKILL-ACE Project will feature capability-building modules including “From Idea to Product: Nurturing Digital Creativity” and “Crafting Effective Mashed-Up Contents for Instruction.” Participants will engage in hands-on activities involving digital storytelling, multimedia integration, creative instructional design, and the development of web-based learning resources using platforms and applications such as SketchUp and WordPress.
As project lead, DEBESMSCAT will take charge of the planning, implementation, monitoring, and evaluation of the initiative, including the development of training modules and instructional materials and the provision of qualified trainers and technical assistance.
The agreement will remain in effect for three years, providing a framework for sustained collaboration toward producing more digitally capable, innovative, and technology-ready future educators.
