The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) has been recommended for the issuance of an ISO 9001:2015 Quality Management System (QMS) Certificate after successfully passing the Stage 2 Audit conducted by TÜV SÜD with no major nonconformities.
The recommendation was announced during the audit’s closing meeting on Tuesday, July 7, at the College Board Room after the external audit team completed its comprehensive evaluation of the institution’s Quality Management System.
The audit was led by TÜV SÜD Lead Auditor Mr. Mel Gibbson Ogay, together with auditors Mr. Erwin Quinto, Ms. Mary Danica Pelone, and Mr. Xavier Lance Dy, with technical support from ISO Consultants Engr. Helen Alian-Evalle and Mr. Kenneth A. Evalle.
According to the audit team, DEBESMSCAT’s Quality Management System conforms to the requirements of the ISO 9001:2015 standard. The auditors recommended the issuance of the certificate, subject to the submission and verification of corrective actions addressing the identified minor nonconformities, in accordance with the certification process.
The recommended certification covers the provision of tertiary education under the Colleges of Agriculture and Agroforestry, Industrial Technology, Engineering, Education, Computing and Information Technology, and Business, Tourism and Economics. It also includes the institution’s Research and Extension services, as well as the top management and the units and offices under the Office of the President, the Office of the Vice President for Administration and Finance, the Office of the Vice President for Academic Affairs, and the Office of the Vice President for Research, Extension, Innovation, Creative Works, and Knowledge Management.
DEBESMSCAT previously held ISO certification from 2017 to 2018. Once the certification process is completed, the College will officially regain its ISO 9001:2015 certification, marking its return to an internationally recognized quality management system and reaffirming its commitment to quality assurance, effective governance, and continuous institutional improvement.
The recommendation represents a significant milestone for the institution and reflects the collective efforts of its administrators, faculty members, non-teaching personnel, and stakeholders in strengthening systems and ensuring compliance with international quality management standards.
