PASAY CITY, Metro Manila — Top officials of Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) joined the Executive Briefing for State Universities and Colleges (SUCs) Top Management on Tuesday, May 19, aimed at strengthening internal audit systems and institutional governance among higher education institutions.
Held at the Golden Phoenix Hotel Manila, the executive briefing gathered SUC leaders nationwide to deepen their understanding of internal control systems and auditing principles in support of effective and transparent public service.
Representing DEBESMSCAT were SUC President III Dr. Arnel B. Millesca and Vice President for Administration and Finance Dr. Erwin H. Malto, whose participation reflects the institution’s commitment to enhancing organizational systems and governance aligned with the Commission on Higher Education’s (CHED) ACHIEVE Agenda.
The activity, organized by Tarlac State University in partnership with CHED, focused on equipping university executives with foundational knowledge on internal control mechanisms essential to institutional efficiency, accountability, and sound fiscal management.
During the morning session, CHED Chairperson Honorable Shirley C. Agrupis emphasized the significance of internal control systems in achieving the goals of the ACHIEVE Agenda, while CHED Commissioner Honorable Myrna Q. Mallari highlighted the crucial role of internal control in the daily operations of State Universities and Colleges.
The executive briefing also serves as a preparatory activity for a more intensive technical training. Following the event, personnel from the DEBESMSCAT Internal Audit Unit are scheduled to participate in a three-day workshop on the Baseline Assessment of Internal Control Systems (BAICS) and the Internal Audit Process.
