April 27, 2026 – The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) held its 2nd Quarter Joint Academic and Administrative Council Regular Meeting at the College Function Hall, gathering key officials to deliberate on priority academic, administrative, and financial matters.
Following the preliminaries, the council proceeded to new business items for endorsement to the Board of Trustees (BOT). Among the highlights under academic matters was the proposed establishment of the Journal of Science, Agriculture, Governance, and Education (JSAGE) under the School of Graduate Studies and Research, aimed at strengthening the institution’s research and publication initiatives.
In administrative matters, the council approved the study leave of a faculty member pursuing a Doctor of Philosophy in Agronomy at Visayas State University from July 2026 to August 2029. A proposed entrepreneurial project for agriculture students was also discussed, with recommendations for further enhancement.
The body also tackled a Memorandum of Understanding with New Brunswick Community College in Canada to support academic cooperation and exchange. In addition, several Memoranda of Agreement (MOAs) with various partner agencies were deliberated upon and subsequently endorsed to the Board of Trustees for approval and confirmation, reflecting the college’s continued efforts to expand institutional linkages.
Under finance matters, the council discussed and endorsed the proposed approval of a budget allocation for land titling of DEBESMSCAT properties, a move seen to strengthen legal ownership, asset management, and long-term institutional planning.
Other matters discussed included proposals on function hall rental rates, food stall renovations, land rental, and the implementation of extension and enterprise-related programs, all of which were recommended for further review.
The meeting highlighted DEBESMSCAT’s ongoing commitment to institutional development, academic advancement, and strengthened partnerships as it moves toward its long-term goals.
