April 13, 2026 — Advancing a shared vision for innovation and inclusive growth, the Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) and the Bicol State College of Applied Sciences and Technology (BISCAST) formalized a strategic partnership on Monday through the signing of a Memorandum of Agreement (MOA).
The collaboration signals a unified push to elevate agricultural education, strengthen research capabilities, and expand institutional linkages across the Bicol Region.
The agreement was formalized by Dr. Arnel B. Millesca, SUC President III of DEBESMSCAT, and Dr. Charlie P. Nacario, SUC President II of BISCAST, in the presence of university officials from both institutions, including Dr. Elreen A. Delavin, DEBESMSCAT Vice President for Academic Affairs, and representatives from the BISCAST Office of the President.
Anchored on academic synergy, the partnership outlines joint initiatives in research, extension, and instruction designed to respond to emerging community and industry needs. Both institutions committed to implement faculty and student exchange programs, share academic resources, and co-develop capacity-building activities such as trainings, seminars, and workshops.
The agreement also opens opportunities for adjunct faculty engagement in specialized disciplines, including Agricultural Biosystems Engineering, Agribusiness, Environmental Science, and Agroforestry, allowing both colleges to maximize expertise and strengthen program delivery.
To ensure sustained collaboration, a joint committee will be established to oversee implementation and explore further areas of cooperation. The agreement will be in effect for three years, subject to renewal based on performance and outcomes.
The alliance marks a forward-looking step for both institutions, positioning DEBESMSCAT and BISCAST at the forefront of agricultural innovation and academic excellence in the region.
