DEBESMSCAT formally opened the month of February with its first Monday Convocation on February 2, 2025, highlighted by the recognition of the institution’s Collective Negotiation Agreement (CNA) and the celebration of unity among faculty and staff.
In line with the observance, personnel attended the convocation wearing mandated ASEAN attire, symbolizing regional solidarity and cultural appreciation.
A key highlight of the program was the awarding of the Certificate of Registration for the Collective Negotiation Agreement (CNA), spearheaded by the institutional unions—the DEBESMSCAT Faculty Association (DFA) and the DEBESMSCAT Association of Non-Teaching Staff (D’ANTS).
Mr. Michael L. Dela Cruz, Senior Human Resource Specialist of the Civil Service Commission–Masbate Field Office, personally awarded the CNA Certificate of Registration, which is valid for four years, to both employee organizations.
The certificate was formally received by DEBESMSCAT President Dr. Arnel B. Millesca, together with DFA President Dr. Ulysis Ferreras and D’ANTS President Mr. Allan Delos Reyes, underscoring the strengthened partnership between management and employees.
In his message, Dr. Millesca emphasized the importance of continuous collaboration, open communication, and collective effort among all personnel to effectively address institutional concerns. He also welcomed the month of February, describing it as the “month of love,” and encouraged everyone to foster understanding, cooperation, and harmony in the workplace.
The convocation reaffirmed DEBESMSCAT’s commitment to promoting good governance, employee welfare, and a culture of dialogue and unity within the academic community.
