November 18, 2025 — Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) formally sealed another global partnership through a virtual Memorandum of Agreement and international partnership signing for the 5th International Multidisciplinary Conference on Engineering and Technology, Education, Management, and Development Studies (IMCETEMDS). The event was led by the Camarines Sur Polytechnic Colleges (CSPC) and brought together local and international institutions to strengthen research collaboration and innovation.
The partnership includes CSPC, Institut Teknologi Sepuluh Nopember (ITS) of Indonesia, Ilocos Sur Polytechnic State College (ISPSC), and DEBESMSCAT. Under the agreement, DEBESMSCAT committed to support CSPC in the conduct of the conference, promote the event within its academic community, provide onsite presenters, and deploy experts to serve as judges, panel evaluators, and resource speakers. The college will also assist in meeting other requirements for the successful implementation of the activity.
The conference is scheduled to take place on December 4 to 6, 2025 in Legazpi City, Albay, and is expected to gather researchers, faculty, and industry partners from various fields.
In his message of commitment, DEBESMSCAT President Dr. Arnel B. Millesca emphasized that the partnership signifies more than a formal collaboration. He said it reflects the institutions’ shared dedication to advancing education, research, and innovation. Millesca highlighted DEBESMSCAT’s DAMGO vision, which inspires the college community to dream, act, move, grow, and overcome challenges in pursuit of academic excellence. He noted that the initiative is aligned with CHED’s ACHIEVE agenda, which underscores the importance of strengthening competencies, supporting innovation, and contributing to community development.
“We believe that together, everyone achieves more,” Millesca said, assuring partners that DEBESMSCAT remains fully committed to supporting the goals of the conference and contributing to a stronger research ecosystem.
The virtual MOA signing was attended by officials from all partner institutions. Representing CSPC and BCIEERD were SUC President III and BCIEERD Chairperson Dr. Amado A. Oliva Jr.; Vice-President for Research, Innovation and Collaboration Dr. Challiz D. Omorog; Research and Development Services Director Dr. Harold Jan R. Terano; and Research Management Division Head and BCIEERD Director Ms. Cherry Lyn M. Odsinada.
From ITS Indonesia, attendees included Rector Prof. Ir. Dr. Bambang Pramujati; Vice-Rector for Research, Innovation, Cooperation, and Alumni Prof. Dr. Agus Muhammad Hatta; ITS Research Center’s Prof. Dr. Mokhamad Nur Cahyadi; and ITS Global Engagement Director Assoc. Prof. Unggul Wasiwitono.
Representing ISPSC were SUC President III Dr. Mario P. Obrero and Vice-President for Research, Development and Extension Dr. Jocelyn L. Absolor.
DEBESMSCAT was also represented by Vice-President for Research, Extension and Innovation Dr. Rodolfo B. Burac Jr. and Research and Development Services Director Dr. Alvin M. Mahawan.
Through this partnership, DEBESMSCAT reinforces its commitment to regional and international collaboration, opening more opportunities for faculty and student researchers and further strengthening its role as a growing hub for innovation and academic development.
